Owosso Dog Law Illegal?

Bouncing around in the Shiawassee Forums, I found this little gem:

HA! The more I dig, the more illegal stuff I find.
the same goes for the cities of Corunna and Durand. Perry also has the same problem with their “dog ordinance”, but they at least mention something about licenses. These are all available online.
I don’t know about Laingsburg, nothing online, and I suspect the villages may also have done the same thing. One lie can certainly perpetuate itself.
